Fixes remediation processing for cached FPR files supplied through
--from-cache.Problem
Cached FPRs can be opened through Java's ZIP filesystem provider. In that case, the FPR path is a ZIPFS
Pathimplementation, and callingtoFile()on it throws:This prevented FVDL metadata from being loaded before applying remediations.
