PR #3967 was a Renovate bot PR updating NVIDIA/OpenShell from v0.0.78 to v0.0.81. The upstream v0.0.81 release was yanked after the PR was created, causing Functional Tests to fail with a 404 on the release asset download. A human (ralphbean) noticed ~3 hours after CI failure and closed the PR. No fullsend agent (triage, review, code, fix) interacted with this PR — all dispatch runs resolved to 'no stage matched' except the PR-close events which triggered retro. This retro run itself is the waste pattern described in multiple existing issues (#4006, #1411, #3847, #3177, #2461, #3221, #3312) that propose skipping retro/agent stages for bot-authored dependency PRs with no agent interactions. The one novel finding is a preventive repo-level configuration change to avoid catching yanked upstream releases.
