Link to latest docs on older version not operational

I navigated from a Google search to https://docs.pygeoapi.io/en/0.9.0/_modules/pygeoapi/provider/elasticsearch_.html, a note is given that it is not the latest docs, but the link to latest is not operational

Looks like API documentation has been missing since 0.11.0 (relating back to #209).

I was able to reproduce the issue locally with the following:

After running pip3 install -r ../requirements.txt the (Python) API / module documentation part of the build worked as expected.

Furthermore, I see that this is commented out in https://github.com/geopython/pygeoapi/blob/master/.readthedocs.yaml#L17, but can't remember why.

Having said this, assuming we still want (Python) API / module documentation as part of the build, we could add requirements.txt back into the RTD build?
