Adds a reusable skill for vendoring OpenTelemetry instrumentation packages into the SDK. This seems to work quite well overall. Not sure if this is gonna be useful in the future, so also happy to close this down again and just use it locally but don't think there is any harm in adding it for now.

Only inline types from packages that are NOT the instrumented package
itself (e.g. @types/*). Types from the instrumented package are always
available to consumers.
