fix(gocd): trigger snuba-rs deploys on sentry-options changes - #8423

Rust consumers bake in
sentry-optionsschemas, but snuba-rs GoCD materials excluded that path, so schema-only changes skipped rust deploys.Add
sentry-options/**/*to the snuba-rs material includes in both the pipedream config and pipeline template so those updates trigger deploys the same way related rust/config paths already do.Requested by Prajjwal Bhandari.
