Adds a new Partner Pack offer entry for Mend.io as part of the Maintainer Month 2026 partner pack content. This fits the existing Partner Pack implementation, which reads Markdown frontmatter from content/partner-pack/offers/*.md and renders offer cards/logos from those fields.
Changes:
- Added a new Partner Pack offer markdown file for Mend.io with
name,logo,headline,description,ctaText, andctaLink. - Ensures the referenced partner logo asset (
mend.png) is available underpublic/images/partners/(already present in repo).
