feat: expose agentic-workflows skill for gh skill install

Adds the required structure for gh skill install githubnext/central-agentic-ops agentic-workflows to work.

Changes

• skills/agentic-workflows/SKILL.md — new agent skill following the skills/<name>/SKILL.md discovery convention:
  • Covers workflow file structure (YAML frontmatter + Markdown body), orchestrator/worker patterns, shared import hierarchy, and safety rules specific to this repo
  • Documents the gh aw compile --watch validation loop
  • Includes a pre-commit checklist for workflow changes

Post-merge

Run gh skill publish --tag <version> once to create a release and add the agent-skills topic, enabling discovery via gh skill search.
