Description

This PR includes the implementation of the Gold Standard Simplified Methodology for Clean and Efficient Cookstoves v4.0 in Hedera Guardian to support the updated methodology and policy workflow.

Changes

• Design and approve schemas required for the methodology.
• Implement user onboarding workflows for Activity Developers and VVB Users.
• Implement Activity Developer, VVB User, and Admin policy workflows.
• Add workflow documentation (README).
• Complete policy implementation.
• Tested synthetic dataset.
