convenience classes for PrimMonad/PrimBase. The 'PrimMonad' state token
type can be annoying to handle in constraints. The typeclasses provided
in this library let users (visually) notice 'PrimState' equality
constraints less, by witnessing that s ~ 'PrimState' m.
