This has been stewing and accumulating on my laptop for a while now, and I want to at least get it up here. This new push notification worker simply reads from a kinesis stream and sends a notification based on the protobuf from the kinesis stream, if the required rules are met.
It's turning into a bit of a big hairy mess of a PR in terms of all the pieces that keep shifting around.
