Nothing uses this and it just add a lot of complexity to the panel code
Couldn't find anywhere this is actually used so just remove it.
There is still probably quite a bit that can be done here, but it's a start.

Our panel code could use a good bit of cleanup and modernizing. There are no actual functionality changes here outside the removal of the panel corner related code, which is unused.
