Optimize git hook workflow with pre-push hooks and Makefile

This PR improves the contributor workflow by:

• Recommending pre-push hooks instead of pre-commit hooks to reduce commit-time interruptions
• Adding a Makefile to allow running code quality checks manually
• Updating documentation to explain the new workflow
