This adds a temporary workflow dispatch to the
openapi-generate-and-pushworkflow. Typically this is only triggered by repository dispatch from openapi but I adding this to manually kick off workflow for testing. Using a json payload to simulate the client_payload we receive from openapi. 🤞 🤞 🤞
