First release,

in order to enable the Usage statistics permission, you first have to go to the app, and try to enable it that way, with the button.
If that doesn't work, then go into:

• Settings
• Apps
• See all apps
• DataUsageQS
• Three dots in the top right corner
• Allow restricted settings,

then try to enable it again.
