Adds require_clean_copilot_review_branches: ["main"] for opentelemetry-java-instrumentation so PRs targeting main must have a clean Copilot review before routing to reviewers or maintainers. Only main is included since the repo's rulesets currently enable automatic Copilot code review on the default branch only (release branches are not gated).
