The Cinder and Tempest containers were added after the Python 3.12 lock standardization change was prepared. Their generated lockfiles therefore still contain tool-specific headers and dependency annotations, causing canonical regeneration to leave the working tree dirty. Normalize those four lockfiles without changing their pinned package versions. This provides the missing prerequisite for reproducible lock generation while keeping the original standardization change intact.
