When the mupdate override flow runs blueprint planning against an inventory
collection whose reported sled-agent generation is older than the parent
blueprint
s, the planner could clearremove_mupdate_overridebased on inventory that did not yet reflect the sled actually applying the recovery blueprint. Fix this by marking such sleds as ineligible for noop image source conversion (and downstream mupdate override clearing) via a newInventoryStalereason inNoopConvertSledIneligibleReason. Also handle the case where the sled has not yet successfully reconciled any config (NoLastReconciliation`).
