ShellComplete.get_completionsto test option names and custom value suggestions, including an unmatched prefix. Explain the arguments and the limits of testing suggestions directly in Python.Closes #2299.
Validation: the documented example and shell completion tests pass (59 tests); documentation builds with warnings treated as errors; applicable pre-commit checks pass.
