This extends #153867 (macOS) to Android and Windows. I have yet to add the sources for either platform, I'm not quite sure how to go about that, @zware, could you please help with these? :-)
Additionally for Android, beeware/cpython-android-source-deps#10 is required before building SQLite to enable the
median()andpercentile()functions.
