chore(systray,msi): Systray alert rendering refinements and MSI icons

What is the purpose of this PR / why it is needed?

Cosmetic changes to the systray alert balloon to display the icon and use the alert name instead of the text that never fits inside the notification area. The MSI now bundles and sets the icon in Add/Remove Programs applet-
