tree-sitter-rust: add build-tree-sitter-rust.yml for riscv64 wheels - #664

Mirrors the reusable workflow upstream's release job calls (tree-sitter/workflows package-pypi.yml), narrowed to riscv64. setup.py overrides bdist_wheel.get_tag() to cp39-abi3, so a single wheel covers every non-free-threaded CPython; cibuildwheel builds it on cp312 and re-tests it on cp313/cp314. Upstream builds cp39-* only and publishes no free-threaded wheel. musllinux is dropped: the core extra's tree-sitter dependency publishes no musllinux riscv64 wheel, so the test phase could not resolve it.
