Adds CHANGELOG.md, with the v2 notes and the 2022 1.0.0 and 1.0.1 releases, and the release:bump and release:changelog scripts from @rtcamp/wp-tooling, which cut this release: version 2.0.0 in style.css and package.json, and the 2.0.0 heading in the changelog. Tested up to moves to 7.0, the newest WordPress version in the CI matrix. New themes from npm run init still start at 1.0.0.
….lock wp-primitives 2.1.0 reads feature names and descriptions only when the registry is read. The lock also takes the in-range updates of the dev tools (PHPUnit 9.6.37, phpstan-phpunit 2.0.21 and others).

Prepares the theme's 2.0.0 release, the first since v2 landed in #692.
