feat(2.x): dev toolbar redesign

• Redesign for the dev toolbar
  • Mainly layout changes
  • Fix dev toolbar popovers affected by dragging interaction
  • Change seroval viewer to tree layout instead of cascade
  • Fix error viewer to capture unhandled rejections
• Replace source-map-js with @jridgewell/trace-mapping
  • Aims to replace fix: dev toolbar throwing SourceMapConsumer import error on every dev page load #2282

Maybe add a changeset? They were also moved here for v2 so will need to copy over
