Docs-only. Two things:

  1. docs/language_status/jcl.md brought to post-fix(jcl): //* comments reach the comment surface; COND=/MSGLEVEL/debt rules wired (#2610) #2611 truth: §1 (16/27 rules, 42/65 tests), §3 documents the new safety/safety_bypasses/telemetry/debt rules with their reasoning (COND partition semantics, MSGLEVEL/MSGCLASS as observability dials, debt rules dead-before-prism: JCL //* comments are never stripped — comment surface structurally dead for jcl (comment_lines ~0, debt/doc rules can never fire) #2610), §4 turns the cleanup/globals absences into documented decisions (io/DISP= double-count rationale) instead of bare Nones, §6 test counts, §9 annotated where Extraction hardening: jcl args continuation lines #2482/Extraction hardening: jcl args multi-line over-counting #2483 since fixed its recorded args imprecisions (dated records kept as written).
  2. New §10 — "Rosetta cross-language consistency", the keyword-rosetta counterpart of the §9 accuracy capstone: jcl's rosetta[jcl]: cross-language consistency — 13 red / 7 amber metrics, 2 ledgered shapes #2581 sweep (13🔴/7🟡 → 6🔴/8🟡) with every deviation classified by cause (engine bug / missing rule / corpus authoring gap / ledgered morphology / median inflation), plus what each residual is blocked on. The language-status skill gains the §10 template and the README index calls out jcl.md as the first finished example — so future sweeps (via keyword-rosetta's new rosetta-language-sweep skill, PR pypi fix #5 there) land their capstones the same way.

No engine code, no fixtures — no crucible/audit runs needed per the language-status skill's own process notes.

65 strict tests; safety/safety_bypasses/telemetry/debt documented with
their reasoning; cleanup/globals absences documented as deliberate
decisions with the overlap rationale, not bare Nones); §9's two args
proxy-imprecisions annotated as since-fixed (#2482/#2483); new §10 =
the keyword-rosetta cross-language-consistency capstone -- the #2581
sweep's before/after (13R/7A -> 6R/8A) with every deviation classified
by the five-cause taxonomy, so a deliberately-absent rule reads
differently from an unexamined gap.

language-status SKILL.md: §10 added to the doc template (when to write
it, where the material lives, the taxonomy grouping); README.md index
calls out jcl.md as the first finished example.

Companion: keyword-rosetta PR #5 (rosetta-language-sweep skill +
language_deviations.py).
