chore: fix typo and drop removed --short flag in bug report template#1253

- Fix typo "aginst" -> "against" in the Environment field. - kubectl's --short flag was removed (1.28+); suggest plain `kubectl version`. Issue-template only, no functional change.

Two cosmetic fixes to the bug report issue form
kubectl version --short, but the--shortflag was removed from kubectl (1.28+). Suggest plainkubectl version.
