- create tls server using tcp as the transport - scenarios covered: basic tls (server doesn't authenticate client), dev/testing - API endpoint for certificate download - with proper swagger docs PENDING: - write unit tests and also write a nice script (for e.g. in python) that allow someone to externally test the scenarios shown below.⚠️ STUFF TO THINK ABOUT: - mutual TLS

There are some edge case `wal` file can't be released, then the `wal` file can't be removed, it stays over 1 day.
