Include monai/csrc sources in the source distribution - #9259
The source distribution built from the current MANIFEST.in contains none of the 38 C++/CUDA source files under monai/csrc. get_extensions() in setup.py returns an empty list when it finds no sources, so running BUILD_MONAI=1 python setup.py build_ext on that sdist finishes without an error, without building monai._C, and without producing monai/_C.so.
Before: 0 files under monai/csrc in the sdist. BUILD_MONAI=1 python setup.py build_ext --inplace on the extracted sdist compiles nothing and produces no monai/_C.so.
After: 38 files in the sdist. The same build on the extracted sdist compiles and links monai/_C.so.
Not covered: the BuildBackendWarning messages about monai.csrc and monai._extensions.gmm seen in the #9112 CI logs. I could not reproduce them locally on dev, with or without this change, so I don't know whether they are related.

Breaking change (fix or new feature that would cause existing functionality to change).
The change includes native sources in source distributions. It is ready to merge after normal checks; archive-based extension testing can follow separately.

Add a source-distribution regression check as a follow-up.
CI imports monai._C from the checkout, not the source distribution. A manifest regression could pass CI and omit the extension sources. Compare the archive’s native source list with the checkout, then build and import monai._C from the extracted archive.

Add a source-distribution regression check that compares the native source files
in the built archive with those in the checkout, then builds the extension and
imports monai._C from the extracted archive rather than the checkout. Keep the
check focused on verifying that MANIFEST.in includes the required extension
sources.

Not covered: the BuildBackendWarning messages about monai.csrc and monai._extensions.gmm seen in the #9112 CI logs. They reproduce on dev with BUILD_MONAI=1 python setup.py build_py; this PR does not address them.
Closing for now: testing showed this line alone makes build_py copy the csrc sources into the build and increases the BuildBackendWarning count. I'll revisit it together with the warnings fix.
