The first real deploy failed with Cloudflare API error 8000007: wrangler pages deploy does not create missing projects. A create-if-missing preCommand makes the workflow self-sufficient (and the || true guard makes it idempotent once the project exists). Unblocks the packs.nebari.dev/nebari-frames/ rollout for #35.
